Stormwolf is 165 points base and that includes the two lascannons, two twin heavy bolters and twin helfrost cannon. Is it reall 54 points a piece or 108 points to upgrade the heavy bolters to multi meltas?

Is there any special rules for vehicles moving and shooting anymore? From what I can tell is that if a vehicle moves and fires a heavy weapon it suffers -1 to hit rolls just like an infantry model correct?

Also, I don't think you no longer have to bring the flyer to hover mode to unload anymore unless you're seeing something I'm not?

Also, I haven't been able to confirm but can you put multiple units in a transport? I'm leaning yes because under the transport rules it says "when you set up a transport, units can start the battle embarked within it instead of being set up separately - declare what units are embarked inside the transport when you set it up." I'm looking at the fact that "units" is plural.

No, the base cost does not include any weapons or purchasable wargear, so you need to pay for the lascannons, hb's and helfrosts - only "named" characters usually come fully-costed. 54 points seems excessive, aren't they twin Multimeltas though?

Vehicles are affected by the same rules as all other models when it comes to Heavy weapons, unless they have a specific rule themselves (see the Land Raider entry for an example).

I can't find my SM Index for an example of Hover, but I remember a similar discussion about Stormravens a few days ago, so I think you can.

Yes, saves having to have an explanation in the Combat Squads rule, though note that Buildings only allow one 'Unit' plus Characters.

They are single multi-meltas, 2 in total, replacing the 2 twin bolters; it is 54 points added to base unit cost(you do not pay for the heavy bolters first then pay for the multi-meltas). You also pay for the other guns.

Transports, flyers, and especially flyer-transports are very expensive this edition.

The stormwolf is 279 with the cheapest loadout, not a real point sink since it was over 200 points even in 7th edition and all vehicles became more expensive in 8th.

I usually run it cheap with 2 lascannons, the twin hellfrost and 12 S5 Ap-1 shots which still end in a decent amount of firepower, and the flyer main purpose should be to transport a valuable unit.
