The has the Tzeentch and Daemon keywords , so yes, if that's the only requirement

They're seperated into faction keywords, and normal keyword. And if that's the case then he gets Ephemeral Form which everyone says he doesn't

Most things that have Tzeentch and Daemon keywords have Ephemeral Form.

However, unless you find a rule that says "All Tzeentch Daemons have Ephemeral Form" he doesn't have it.

Read the GW FAQs, they make it clear that faction keywords and normal keywords are interchangeable for the game purposes. The only reason there is a distinction to begin with is because you can only build a battle forged army around a Faction keyword. Things like Legions or Chapters are faction keywords to benefit from the faction benefits that having a detachment of those keywords brings on. But once the game starts, there is no difference.

That said, as mentioned above, there is no rule saying all Tzeentch Daemons get Ephemeral Form.

It's called a thick skin. The Jersey born have it innately.
