I've been pondering this for some time now - I have only been told this (or read it in forums) but never seen it in the actual rules. Can anyone tell me where the rule is in the rulebook? Unless it specifically says in the rules of the stratagem itself (some do) that it cannot be used more than once in the same turn, I can't find any information to suggest otherwise.

Can someone clear this up?

Yeah, it's "phase," not "turn."
