Sorry for nub question but can Eldrad use Runes of the farseer to reroll a perils of the warp double 6 or 1? For that matter can you use a command point to reroll 1 dice to avoid the perils as well?

Yes and yes. However, you cannot use both to re-roll the same dice.

You could for example, roll double 1's, spend a CP to re-roll one of the dice and if you got a 1 again, use Runes of the Farseer to re-roll the other.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.
