So I was looking and couldn't find exactly how it worked. Is it possible for me to take a vanguard detach of a lone Inquisitor and 3 Weaponsmiths and use the Smith's to buff say space marine predators also in my army kind of thing?

No - Weaponsmiths can only buff <ORDO> units, and Space Marines don't have that keyword (they have <CHAPTER> instead).

from what I understand Jakero's can only buff Acolytes Which can gain re-rolls of hit-wound anyways depending on which enemy your facing (malleus,hereticus,xenos) so Jakero is kind of moot. I still bring him and a squad of 4 acolytes with combi-flamers in a Immolator tho. Drop them off in double tap range and re-roll everything.
