Looking for a cheaper alternative to modeling Crusaders, was considering using Cadian bodies with storm shields, power swords, and maybe space marine heads and capes. Would this pass muster at a tournament?

I mean, it'd be fine for tournaments but it just wouldn't look great. The parts would be all over the place in terms of size.

You'd be better off getting a set of Sisters of Silence and finding one of the Stormcast Eternals upgrade sets you liked the look of the shields from and doing that--assuming the shields don't all have the hand from the Stormcast attached to them.
