Just wondering, a hive tyrant can take two big guns, but can only be equipped with one heavy venom cannon. It can replace its cannon with a relic, the miasma cannon, which is specifically not also a HVC. Would this allow he tyrant to then take another HVC? At what step in the upgrade purchasing process do artifacts come in?

No, you can't. The fact you had to replace the Venom Cannon means you had to equip the tyrant with one, which means you can't select another HVC.

"Note that some weapons replace one of the model’s existing weapons."

The word "replace" is key here. You can't "replace" a weapon unless you have selected it, and since you can't select 2 HVC, you can't have a Tyrant that had 2 HVC to begin with.
