Under the new Daemon Codex, let's assume that a unit of Plaguebearers is under the effect of the Locus of Virulence (if you roll 6+ to wound you do one additional damage) and Virulent Blessing (+1 to wound, and if you roll 7+ to wound, you do double damage).

How do these two buffs interact with each other? Conservatively, a Plaguebearer who rolls a 6 to wound will do 3 damage with that attack (normally 1 damage, doubled to 2 by Virulent Blessing, +1 from Locus of Virulence). An aggressive interpretation would give the Plaguebearer 4 damage (normally 1 damage, +1 from Locus of Virulence, doubled to 4 by Virulent Blessing).

I lean towards the conservative approach because a Plaguebearer doing 4 wounds with a single attack is just plain silly, but what do you think?

The rules on applying Modifiers in the Core Rules will tell you. Multiplication/division first, then addition/subtraction.

Exact quote: "You may also encounter abilities and rules that modify a characteristic. All modifiers are cumulative, though you should apply any multiplication or division to the characteristic (rounding fractions up) before applying any addition or subtraction."

Page 175 BRB, Modifying Characteristics. Damage is a characteristic, as per the line under section 8 of page 175. "The weapons that a unit comes equipped with are described using a set of characteristics as follows:"

There is a more extreme example of modifying damage characteristic in the tyranid FAQ.

Q: My Behemoth Hive Tyrant, armed with toxin sacs and the
Reaper of Obliterax, has the Monstrous Hunger Warlord Trait.
If I were to roll a 6 to wound in the Fight phase, would the final
damage be (3 for the bonesword lash + 1 for toxin sacs + 1 for
the Warlord Trait) × 2 for the Reaper of Obliterax’s ability for
a total of 10, or 3 for the bonesword lash × 2 for the Reaper of
Obliterax’s ability + 1 for toxin sacs + 1 for the Warlord Trait
for a total of 8?
A: You multiply the weapon damage for the Reaper of
Obliterax ability, and then add 2 for the combination of
Monstrous Hunger and toxin sacs for a total of 8.
