I am 95% sure the answer is no to this, but I wanted to double-check to see if I missed anything ...

Supreme HQ Detachment

HQ #1 - Something with <Legion>
HQ #2 - Something with <Same Legion>
HQ #3 - Something with <Still the Same Legion>

Lord of War #1 - Renegade Knight

In my head, the 5% Yes is thinking that because all my HQ's are the same Legion and since the Renegade Knight is not eligible for a Legion, RAI means I still get a Legion Trait.

The 95% No tells me that RAW means that every single unit has to be the same Legion and, since no Legion is not the same as <Legion>, none of my HQ models would get the benefit of a Legion Trait

Sorry but you don't get a Legion Trait, RaW and RaI. Just because something couldn't benefit from a Legion Trait doesn't somehow make it immune from the rules regarding them.

The rules require that the detachment be a 'Chaos Space Marine Detachment' (i.e., a detachment made up solely of 'Chaos Space Marine Units') to benefit from a Legion Trait. See page 156 of Codex Chaos Space Marine for what qualifies as a 'Chaos Space Marine Unit'. Suffice it to say, a Renegade Knight does not qualify.

The issue is that 99.99% of Matched Play games use the recommended Detachment Limits. He might not have a free Detachment left.
