Are the Forgeworld units and books (rules) considered official for 40k?

That is, if I want to start a DKOK army do I use the rules and units listed in the Forgeworld Index supplement or should I refer to the AM codex?

Yes. All Forgeworld models are legal for use in 40k. For Forgeworld rules, refer to Imperial Armor Astra Militarium.

If you wish to use your DKOK as alternate models for Codex Guardsmen, however, you can of course just use the Codex rules.

To add to the above, I'd probably just use the Codex rules for right now with your DKoK models until/if FW updates the DKoK list rules, the DKoK rules are currently (and historically always have been) rather poor. They have a lot of restrictions and limits and overcosting that appear to be the FW team making up for what they see as the excesses of the Codex/Index list (and often an edition or two late), while the DKoK unique stuff is usually subpar.

As an example, DKoK Infantry units generally have to pay for their doctrine bonuses other regiments get for free and Infantry Squads cannot take heavy weapons, while Grenadiers are the same cost as codex Scions but with only 2 special weapons per 10 as opposed to 2 per 5, and without Deep Strike or access to Hot Shor Volley Guns orGrenadier specific orders/commanders or Taurox Primes and instead get access to...Centaurs to transport 5 dudes and that sport only a heavy stubber.

So, yes all FW rules, models, etc are all official and kosher, but specifically the DKoK rules are in a very neglected state.

The correct pronunciation is Imperial Guard and Stormtroopers, "Astra Militarum" and "Tempestus Scions" are something you'll find at Hogwarts.

Right, gotcha!

I havent read Imperial Armour, I just saw that Forgeworld make a lot of stuff that isnt in the AM codex and I just figured those units are presented in that book.

Then again, it is the look of the models im after and not necessarily the rules so maybe ill just stick with the codex.

aye, and theres some good stuff in there that isnt in the codex books (and not all of it has direct codex equivalents), FW just always feels the need to make the DKoK lists very expensive and limited for some reason.

Without trying to be pedantic (and Verviedi is quite right with regard to DKoK), for the sake of clarity it should be mentioned that not all Forge World models in general have rules support in 40k.
Many do, some did in 7th (Skitarii peltasts for example), others have beautiful models that you should feel free to use and enjoy, but no official rules support for anything but 30k/Horus Heresy.

Buy em' enjoy em' but definitely check first whether the stuff you're getting is fully supported so you know where you stand.
