Several games I've played over the years include a campaign system.
These usually include a method for improving (and even degrading) different parts of your force.
These can be individual characters in skirmish games or units in larger scale games.
If progress is too gradual, these systems can seem pointless.
On the other end of the scale, runaway leader can turn a local league into an annoyance just as easily.
What is your favorite campaign system and how does it stay semi-exciting without things like runaway leader?
I used to like the Judge Dredd Miniatures game (Gangs of Mega City One) for its campaign system's catch-up mechanic.
It allowed underdog players to call the Judges in on a more powerful gang if they faced off.
This helped weaken the lead player temporarily and also prevented Judges from being a gang available for regular play---since they were obviously very powerful.
