I have an Enginseer I bought a long time back during 7th when putting together an Emperor's Fist formation. Obviously, I didn't complete that Formation, so I still have an unpainted Engineseer. Per the fluff, do I need to paint that Enginseer in one of the colors of the Forgeworlds or can he match the color scheme of the rest of the army?

Generally it should be the forgeworld colors.
you could always pick a forgeworld in the same color as your IG for maximum lazy

There's a very large number of forge worlds, so there's no reason that one of them couldn't match a few of your colors.

Yeah, plus once the tech priest leaves any replacement robes etc have to be procured locally. So just say his original robe was destroyed and he replaced it with fabric from stores.
Plus - I can't see a tech priest being too concerned about the color of his robe, they're not too into that stuff. Also they have all sorts of Nusphere data markers telling anyone important who they are and where they came from. Who cares if the fleshy ones don't know.

Now hoooooooooold up a second. We actually have a bit of fluff that expands this a bit from things like "Cadian Blood", "Gunheads", and "Cadia Stands".
You're totally fine to have robes in the color of the Forge World and the Regiment. They tend to work both colors in, since you have the hooded mantle that is actually separate from the robes proper.
Do the mantle+hood in your Regimental colors and the robes in a Forge World's colors--bam, you're basically doing what Techmarines do.

Or change your fluff to suit your goals. Maybe this enginseer was so enamored by the courage of the local cadians he switched his robes. Or maybe his tech saved them in multiple close encounters so it is THEY who all changed garb to match the enginseers colors! Or maybe the whole lot is affected by some strange fabric-color-shifting curse of tzeench forcing them all into the same scheme. The sky is the limit! Paint what you want to paint. You'll be doing it a lot and its as much a part of the hobby as the official fluff or rules

Part of the reason why 40k's fluff is written the way it is, with tons of redacted history, and far flung planets with little information about their trillions of residents, and 1000s of unnamed SM chapters, etc, is so that you can create your own stuff. Nothing is ever "against the fluff." Instead, your custom stuff fills in a space in the fluff that GW left open for you, the player, to fill.
