During Deployment? No, unless the Mission has some wacky rule saying you can. Feculent Gnarlmaw's are models and fortifications up until the point after it is set up. It still has to follow the exact same deployment rules the mission has as any other model you have in your army.

No reason I can see that you can't, so yes, you can. It's got the DAEMON faction keyword and so meets the requirements for the stratagem. You'll have to follow the rules when deploying it (as laid out in the stratagem) and once it hits the table it turns into a terrain piece.
