Do modifiers to hit (e.g hellstrider banners) also effect abilities that activate on a certain to hit roll like they do in warhammer 40k? In my example my opponent was playing stormcast and he sent a bunch of retributors (I think, the hammer units that do mortal wounds on hit rolls of 6) into my soul grinder that was being escorted by 2 units of hellstriders each with the -1 to hit banner and charged/piled in in such a way that the unit of retributors has a -2 to hit modifier form the hellstrider banners. I argued that, as his 6s became 4s his 2 mortal wounds per 6 to hit were negated ALA 40k rules. He argued that to hit modifiers only affect standard to hit rolls and have no effect on special rules that activate on a certain hit roll in AOS. In the end we used his interpretation as it was a casual game but I'm just wondering for future reference how hit modifiers and on hit roll of ___ apply in AOS.

Using the previously mentioned Retributors as an example (emphasis added):

Blast to Ashes: If the hit roll for a model attacking with a Lightning Hammer is 6 or more, that blow strikes with a thunderous blast that inflicts 2 mortal wounds instead of its normal damage.

It wouldn't say "... or more..." if the modifier didn't count.
