I'm having trouble with a couple things and finding definitive answers. Is there a rule about how much you can put in reserve like 40l? and I assume the Stormcast Shock and Awe rule only works for your turn but I have seen multiple people counting it during opponent's turn.

There are no broader game rules about the amt of units held in reserve or "null deployment". The SCE-allegiance-specific Scions of the Storm rule states that you can set up one reserve unit for each unit you have set up on the battlefield, so at most 50%. Shock an Awe specifies that it lasts until the end of the turn, not the end of the battle round, so it would only count during the player turn in which the unit was set up
