If i Have a unit of 10 terminators or 10 strikes can i use the "Tactical Flexibilty" stratagem to split them up if they are in deep strike?
Use this Stratagem at the start of any of your Movement
phases. Select a friendly GREY KNIGHTS unit with
the Combat Squads ability that has 10 models. That
unit is immediately split into two separate units, each
containing 5 models.

on the other hand Nobz they decided it was in the best interest of ork society that they "Go Green" as such they specifically modified their warbikes to not make giant smoke, dust, grit, clouds. Instead they are all about driving with clean air, one might say their bikes Gak out rainbows.

This has been a debate for months now. In my opinion, no, you may not. You do not have permission to select a unit that is not on the battlefield. My reasoning is that there is a Chaos Space Marines relic, The Murder Sword, that tells you to select a character, and explicitly calls out that you may select a character not on the battlefield. Thus, we can conclude that by default you may not select units not on the battlefield, because if you could there would be no need for The Murder Sword to have an explicit permission.

However it is possible to argue that it is possible to select them. GW doing what GW does best, not writing their rules properly.

I'd probably say no due to the following question from the Warhammer 40,000 Main Rulebook FAQ without a clear answer otherwise.

Q: If a Stratagem instructs you to select a unit from your army at the start of the turn, can I choose one that is not yet on the battlefield (because it was, for example, set up in a teleportarium chamber during deployment)?

A: No, unless the Stratagem specifically says otherwise.

It's easy to see a FAQ for the 'start of the turn' also applying to the 'start of the Movement phase'.

Gotta love how there is so much FAQ it's easy to miss something super obvious like that. And yes, the Start of the Movement Phase is synonymous with the Start of the Turn.
