Hello everyone, I am new here and tried searching for the answer before posting but was unable find it. So can something like a Tech priest Dominus or apothecary heal/repair while they are in close combat with enemy models? Thanks in advance

Unless their rule specifically says they can’t use it whilst within 1” of the enemy then they can.

Ok, it basically reads " at the end of the movement phase if he is within 3in he can repair friendly models" So it seems he can.

Because of the bespoke nature of 8th edition it's not helpful to ask if something "like" X can do Y, because it all depends on the individual model's rules.

To answer your two specific examples, the Dominus has no restriction about being within 1" of enemy models, so it can do so even within 1" of enemy models. Likewise for the Apothecary.
