Yes, acolytes are a thing - so you can take a Vanguard.

Back to seriousness, the are a variety of Elite options for Inquisition and the cheapest is 3 squads of one acolyte with only a Chainsword and bolt pistol. Each model costs 8 points for a total 'tax' of 24 points.

I really hope when they get a proper book they fix this. They are in such a sorry state right now compared to 7th and compared to what they could be.
