Hello!

how do the oval bases on infantry work? can i rotate them to give my broodlord for example more move inches or less charge inches? (in vehicles says any part of the model cannot move more that the moving characteristic in any case...but not for infantry

It works the same way as any other model. The rules don't say vehicles move differently to infantry. In fact it explicitly says they move the same. You're probably older edition rules, where vehicles did move differently.

No part of a model can move more than it's allowed to move. So while rotating is fine, you cannot use a "swivel" of the back end of a model to gain more movement.

My rule of thumb is to measure the distance from the nearest point of a base to where I want to go, mark that spot, then move. It doesn't matter how my model was positioned before the move or after. I measured the distance and no part of my model may exceed that point.
