Does anyone know the size difference between these two, and which would be the better option for IG.

Both are specifically designed to fit the plastic Cadian kits. They are both in proportion to normal IG.

There is no size difference, which one would work best is completely up to how you want to model your guardsmen.
E.g. what type of world are they from, where are they fighting, what style of warfare are they trained and equiped for etc.
