Okay, this may be a dumb question, but it has come up multiple times in my games. Lets say my opponent charges my blood claws and Ragnar, but can not reach Ragnar, can he still attack Ragnar if I heroic intervene? Cause i would think not since he failed that charge

I believe that as long as you declared a charge on a model, you can attack it. A charge is only failed if no models get close enough, so no models move. Even then, the only restriction is that a model may only attack models from a unit it declared a charge against.

so if you were 3" away, failed a charge, and then Ragnar heroicly intervenes, they can attack him.

Yes. And indeed if he's charging and allowing you to HI he should declare charge against him anyway. I keep forgetting that and can't attack. Bad enough with ork boyz, worse when you forget this with gorkanaut and get command barge lord HI straight into you!

He can attack Ragnar because he declared a charge against Ragnar that turn. It doesn't matter if he got within 1" of Ragnar or not. If he hadn't declared the charge against Ragnar, then Ragnar could HI in and not be attacked.
