If the Tyranid Harpy flys over a unit it can drop a spore mine. on a 1 it misses. In this case you are supposed to set up a spore mine model. Does this come out of Reinforcement points or what?
It seems awkward that Swooping Hawks and others get a similar attack but do not need to spend reinforcement points. If it comes out of your points....can you 'opt' not to place a model?

It would be kind of dumb if it is supposed to come out of reinforcement points since Tyranids wouldn't typically hold any back for that purpose. Off the top of my head, It is possible that it does actually work that way
If you are required to pay reinforcement points and you don't have any then you will be unable to place the model and therefore are allowed (and, indeed, compelled) not to do so.
