I wouldn't mind seeing an Ork character that was a lieutenant, in between a boss and a nob. Would be great for moral and cheaper than forking out for a boss. What say you?

I guess? I'm not too fond of seeing too many lieutenant equivalents (would rather much prefer the Painboy returning to be an HQ) especially the primaris kind. The equivalent in WFB was a Big Boss, but its largely depend on the kind of aura ability they'd have and if they take an HQ slot. Otherwise I think most ork players would pass.

If they were elite though, you could beef up your command points as well though, three cheap models with the boss is watching rule or equivalent and you'd beef up your boys for moral and cash in for CP's, pretty much a Nob you could cost it at 25-30pnts, call them head bashers.

you mean the "Big Boss" that orks have sort of had in the fluff for ages, halfway between a nob and a warboss, and of course was a staple of the fantasy universe until it blew up.

I'd love this as another generic Ork HQ for one thing

Orks aren't my main army, so I missed that in the fluff.

I rather go the other way, give me a rare Warlord Ork, a step above the normal warboss to simulate the Arch-Arsonist/ Ghazzy type warbosses that form empires all over the galaxy. I find it ridiculous our regular HQ is relatively puny in CC compared to what Chaos and Tyranids can push out.

Orks already are kinda good on elite slot filler though. For deathskulls, mini-Meks with the KMB is a steal for what they can do. Outside of deffskulls, MSU kommandos. One big thing is that we kind of already have that with the Nob with WAAAAGH! Banner, where he has the usual Nob aura of "Fleeing models don't flee on a roll of a 6". He's certainly not as cheap as what you'd suggest, but I'm not sure if he's that necessary with Mob Rule.

Like Castozor said, I'd prefer a "Chapter Master"/Warlord CP upgrade for a Warboss over a mini-Boss.

Doesn't matter, being able to fill up a squad with 25-30 points could give you even more elites, like cyberwolves with Space Wolves. The Nob with a banner is so expensive though, I'd rather have some sort of moral rule than the +attack, which isn't needed as much if you play Goffs and rather it just be cheaper.

But that's the thing I'm bringing up, the 25-30 point mini-Boss characters don't really add anything to an Ork army that doesn't already exist. Either units are small enough that they don't need that support, or they're big enough that mob rule makes their role redundant. Not to mention that they probably won't have access to bikes, so they won't keep up with the units that need morale protection, (i.e. Jumped or tellyported boys) and mechanized lists don't need them either. The most I can seem them contributing is maybe to a Kan Wall list but it's more efficient to just take the Snakebite Warlord trait that allows all Gretchin units within 6" to ignore morale.

I'd love to see something along the lines of Bigboss/Clanboss/whatever, just for fluff reasons – if I want to include detachments from a different Clan to my Warboss, I don't want extra Warbosses and, depending on Clan, a Big Mek or Weirdboy don't always make sense.

'member when Nobz used to be characters :\

They still have some strange breaking heads rule I always forget to look at. They were supposed to act like what is being discussed here.

A cheaper HQ then the Warboss and other than the Weirdboy would be nice for our Battalions.

I am the kinda ork that takes his own washing machine apart, puts new bearings in it, then puts it back together, and it still works.

Nah, you have to think big or go home. First Orks need a Red Boss character performing dogfights in his airplane. Another kit should be a gigantic submarine for Orkimedes together with 40K rules for naval conflict.
