When I’m resolving an effect that says “d3 Mortal Wounds,” is that roll considered a “damage roll” for any related purposes?

No. It is no more a 'damage roll' than a 'To Wound' roll is. Mortal Wounds do not roll for damage, as each inflicts one point of damage.

Except it doesn't inflict damage, it rolls to see how many mortal wounds you cause, which cause 1 damage each.

You only have a 'damage roll' when a weapon inflicts a random amount of damage per wound inflicted (e.g., a lascannon does D6 points of damage per wound inflicted). A Mortal Wound will only ever do one point of damage so there is never a 'damage roll'. The roll to determine how many Mortal Wounds a model suffers is not a 'damage roll'.

Mortal wounds are always individual and thus can not be halved or anything like that from abilitiies

For this use, say form a psyker smite. and you roll a 5 so do three mortal wounds. They are considered three seperate mortal wounds one damage a piece. So abilites that half damage still take three mortal wounds.

Considering he asked aout the Necron Solar Staff in a different thread, I believe he was asking in regards to a few rules which allow him to '... re-roll a single hit roll, wound roll or damage roll...'.

Probably. In which case they cannot re-roll the number of Mortal Wounds that Smite or a similar power would do. This is a roll to determine the number of attacks essentially, so is not a hit, wound or damage roll.
