Here is my interpretation of a possible updated version of the Tallarn character. It is based on the 5th edition data sheet. Looking for opinions on it.

Captain Al'rahem is a single model armed with a plasma pistol and "Claws of the Desert Tiger". Only one of this model may be included in your army.

Like the Wind!: Al'rahem may issue this order at the beginning of the shooting phase. Select a friendly Tallarn Infantry unit within 6". The ordered unit can move up to 6" either before or after it shoots this turn, as if it were the movement phase.

This seems all good, the only thing missing is stats for 'Claws of the Desert Tiger' except from that it like he would be a decent character.

Great idea, really fits the theme of Tallarn. Would love to see each regiment get a special character. Cadians and Catachans only ones I know of.
