I have neither of the Vigilus expansions, I was not aware there was another one after Defiant! Should pay more attention really. Anyhow, I am aware that there is a Wyvern stratagem that requires a certain detachment to use. I was wondering in which book it details this.

The Guard Wyvern? I would guess Vigilus Defiant as Vigilus Ablaze is exclusively Chaos.

Vigulus ablaze only deals with chaos. There are no other rules for other factions in it.
