Hey everyone.
Just wondering if I were to start a Mentors chapter, what codex would people suggest? Additionally would it include Primaris elements?

From what I recall, they would basically use the Ultramarine chapter trait from the base SM codex.
To primaris or not is up to you, but my limited knowledge doesn't say that they're against using them.

I remember the WD they were introduced with the time-warper, and targetting array, and others.

IIRC they are a Raven Guard successor chapter. That would be a good place to start.

Honestly, you wouldn't even run a Mentor Legion army. Their cadre squads would be deployed solo alongside other armies, units. Tech-wise the only way to vaguely represent them would be the Deathwatch.
Historically, the 888th chapter is the elite of the elite, and armed with advanced and prototype weaponry. They learn the ways of war and teach them alongside a variety of other Imperial units. They've actually been requested by other Space Marine chapters in the past when they needed help. Sometimes, a single Mentor Legion marine is sent to assist in scenarios. The chapter tests new prototype weaponry and originally in the fluff, their chapter master had the ultimate say in whether or not a new technology or weapon was adopted for use with the Adeptus Astartes.
Obviously none of this fluff will ever be properly realized on the table, but I think a small Patrol detachment of Deathwatch would be the closest proxy.
Mentor Legion are the coolest Space Marine chapter that GW more or less forgot about and ignored, later turning them into a normal chapter simply called "The Mentors", etc.

Given the Mentor Legions history with testing equipment/tech I think it'd be pretty strange for them not to use Primaris stuff.

You could have a ton of fun with the content if you bothered making your own rules/units etc. If they matched their old fluff the Mentor Legion could either A) be using prototype Primaris stuff...or B) secretly testing weapons to fight off a possible Primaris revolution because they were kept in the dark about this new tech/weaponry ---- perhaps they're sticking to classic marines and stockpiling special tech to help battle Primaris etc. etc.
Loads of routes you could go. Ideally, it would have been awesome to see a Codex Astartes article where they're limited to a single Patrol detachment or something, but are suitably bad-ass. They went from an extremely cool unit/chapter to simply an alternate colour scheme. They used to have bolter targeting webs and could adjust time (allowing them to move across the battlefield lightning fast...or be trapped moving slowly, etc.) Loads of cool rules, and you more or less added a single squad or two to your army. You could boost other chapter marine squads with a single veteran sergeant from the Mentor Legion, etc.

They loan out team to other chapters and organisations.

Many thanks for all the advice. Unfortunately I’m already building a deathwatch army, but I am now thinking about a comedy army. Angels of irony, base will be the angry marines with a unit or two of mentors facepalming and some ultras being indignant.
