Has anyone ever made a relic for a custom Space Marines chapter?

I've ordered the skulls pack to spruce up my bases, but was thinking about making a special chapter relic using some of the skulls on a new base.

Is this 'doable' in 40k terms and can the relic be given its own rules (in terms of influencing the units in a chapter and/or the enemies)?

Custom rules would generally have to go in the "Proposed Rules" section, but another option would be to use the "Create a Character" rules that are present in Chapter Approved 2018. You'd need to get permission from any opponent, of course, but using a couple abilities listed there to represent a relic (for example, a couple weapon abilities to represent a special sword, or a few buff type abilities to represent a reliquary of skulls,) would be an easy way to work this out.

Thanks - the buff abilities using Chapter Approved sounds exactly like the kind of thing I'm after.
