In the aftermath of the Devastation of Baal, BLOOD ANGELS Chaplain Darian Aarush (who had been presumed dead), rose from the carnage. He scoured the battlefield, seeking out and finding survivors of destroyed Chapters and leading them back from the brink of death to the feet of Commander Dante himself.

Inspired and awed by the Chaplain’s actions and resolve, Dante hailed the company of revenants and granted a special dispensation for the founding of the ANGELS REVENANT Chapter, with Darian as its Master.

The ANGELS REVENANT now operate as a small rapid response force, both from the planet Baal and from their lone Strike Cruiser, The Risen Angel.

Fast, furious and mobile, the chapter specialises in assaults and deep strikes behind enemy lines, and is willing to take on the most dangerous and impossible missions. Battle-Brothers who once wore assorted colours, but whose blood is united by the vitae of Sanguinius, now fight together as the ANGELS REVENANT.

They are bolstered by PRIMARIS forces left behind by the Indomitus Crusade.

It is interesting to see a new Chapter being born. I'm not familiar with how new Chapters are created in 8th ed - wouldn't this be during a Founding, decreed by the High Lords of Terra? Not a criticism BTW, just food for thought,

No, a good point. I guess I could include them in the Ultima founding (although they are not Primaris-based), because of their formation after the Devastation of Baal and their reinforcement by Primaris units.
