Can you please provide links to the current information we have about the Exarch powers, or has a rulebook been released that I haven't noticed yet?

From what I can infer from here: https://www.warhammer-community.com/2019/10/08/create-your-own-warhostgw-homepage-post-2/ It seems you pick the Exarch powers in the listbuilding stage, since you have a stratagem that interacts with them "before the battle".

Edit: Brainfart moment there, it's the Psychic Awakening book, obviously. Page 42 states "Note on your army roster any Exarch powers you have added or replaced for each Aspect Warrior unit in your army." I would say this means when you muster your army and write your army roster, so before even "before the battle".

During the list building stage.
However, you could keep the base power and spend a CP before the battle to add a new power (that could then be dependent upon opponent) if you are trying to tailor your list more effectively.

The trouble being it reads the same as relics and warlord traits...which in ITC you get to choose before each game.
