Does that include everything? Because the same claim is made with 40K. But you do in fact need the rulebook. (And preferably the refersmne cards.)

You'll need a copy of the core rules, which can be downloaded. You'll likely need a copy of the generals handbook. You'll need a copy of the army book.

You would probably be better off getting the Age of Sigmar Gaming Book instead of the Core Rules.

With a book that new, all you NEED is your army book and the app. That gives you the core rules. GHB won’t help you. The new small core rule book is good if you want access to malign sorcery stuff and physical rules. But not a requirement to play.

Reality is a nice place to visit, but I'd hate to live there.

malign sorcery can be usefull for realm artifacts & endless spells and forbidden powers for more endless spells. But neither are required to play the game

The mini rulebook that Gaz listed is the one you want. It has the core rules, the malign sorcery rules (including the realm artifacts) and a load of battleplans to play with. It's basically a very neat one-stop collection of most of the games rules.
Malign Sorcery the actual boxed set is worth it if you want the actual models for the generic Endless Spells to use. Same for Forbidden Powers.
Otherwise the Ogors Battletome and the 2019 Generals Handbook. After that just grab the FAQ/Errata documents for the core rules, battletome and generals handbook 2019 off the GW website for free - it sounds like a lot but most of them are pretty short and mostly aim to help you out with playing the game.
