If Rogue Trader says you 'gain' a skill, but does not specify if it is basic, what does that mean?

But if is a skill is stated to be basic instead of advance, you are allowed to attempt it even though normally you can only do it with formal training.

If you are just gaining a skill and it doesn't specify, you simply get it at a trained level.
