I have the Imperial guard start collecting and was thinking o making them into Harakoni Warhawks, but I would love to use my Leman Russ, which, as I understand, goes against them. I also don't have jump packs.

What should I do?

You should play your Tank(s).

Fluff wise you can justify it as on loan from another Regiment. Perhaps it got separated from its unit, and joined up with the closest unit around. Or it could be the lone survivor of a tank Battalion that the Warhawks were sent to relieve/support.

Rules wise just put it in whatever detachment makes the most sense.

There's no rules disallowing your use of Russ tanks in such an army, and the Harakoni fluff isn't insanely detailed on such points, and even in worlds with very specialized forces they sometimes need more conventional arms.

Given the background, you could come up with all sorts of reasons, perhaps the Administratum tithed a regiment from Harakon and paperwork got misrouted and they were trained and deployed as something different than is typical, or the need was so great they just pressed people into the armor role, or perhaps Harakon tithes enough troops that some are used for supporting arms. Maybe they got merged with another regiment at some point that had Russ tanks. Alternatively, you could paint the tanks up as a different regiment that are attached to/supporting your Harakoni or run them in a Spearhead detachment as a different regiment.

You shouldn't have any problems running a Russ tank there

The correct pronunciation is Imperial Guard and Stormtroopers, "Astra Militarum" and "Tempestus Scions" are something you'll find at Hogwarts.

Like any airborne unit, the warhawks will still do most of their fighting as a leg unit. Almost any fight based on an actual drop should be one sided since you don’t do airborne assaults into heavily defended areas. The Harakoni don’t always fight with their jump packs so using them as line infantry is fine.

As for tanks, they could still make sense. The American Airborne use to field Sheridan tanks in their formations. They were even airdropped during the Panama invasion. French paratroopers used Chafee light tanks that were airlifted in during Dien Bien Phu. Any successful airborne bridgehead is highly dependent on the immediate airlift of heavy armor. Those Russes could be modified drop variants or represent armored formations that were landed immediately after an air bridge was secured.

I could also see Leman Russ be deployed in a large glider assisted by some heavy gravchutes. The Me 321 (https://en.wikipedia.org/wiki/Messerschmitt_Me_321) had a capacity of 20 tons. As a personal gravchute can bring a trooper to the ground from the upper atmosphere I think it should be possible to add enough additional lift to such a glider to double that. Add a lightweight LR variant maybe with an additional gravchute and there you are: airdeployable tanks. So far the lore explanation.
If you feel like it you could turn that into an interesting kitbash project. Purely from an "looks" perspective without regard to the effectiveness on the table: the Punisher, Exterminator and Annihilator look like the lightest variants, with the last one even lacking the need for extra ammunition. Build them withour sponsons, trackguards, bulldozer or pintle weapons (useless weight and space for an airdrop). If you feel like it exchange the quite heavy looking hatch on the engine deck with pieces from the Taurox engine top (I did some similar thing in a kitbash project I'm currently doing) and maybe file down the armor parts that look too heavy. EDIT: and strap on some kind of high tech looking thingy you call a "tank gravchute"

But that's just some wild idea, never mind.

In the end, as others said: if you want LR tanks use them. Some kind of explanation always comes by.

The Harakoni come from the military of an entire planet. There are entire regiments of armor from Harakon, it just isn’t what they’re famous for.

You don't have to have jump packs to paint and play them as Warhawks. But if you do want jump packs Mad Robot sells some for pretty cheap!
