For an ugly looking ship it seems okish. A lot of focus on rerolling blanks from the Malarus crew and one of the pilot cards

I don't play First Order myself but I'd sure like a small base crew carrier.

It's interesting and really doubling down on the "bonuses but with drawbacks" feature of a lot of FO stuff. The big problem for me is still the lack of decent crew and I'm not really sure how things like an FO TIE swarm with Malarus, for example, is any better than an Empire TIE swarm with Howlrunner, who gives an unconditional re-roll. Overall, the Xi seems to be an awkward ship. I can sort of see it being OK but it needs a lot of building around and I'm not yet convinced it's worth it.

If nothing else it's good for fleshing out the faction with a small-based crew carrier which should serve FO well in future expansions.

It seems to have some fun little niches it can fill.
