Forward Deployed Phobos with a couple Repulsors to get them there and back (in non-combat I imagine them able to rid on tops and whatnot so two would transport them all)
Concealed Deploy the Infils and Warsuits, Infils all get Comms Reroll bubble, Suppressors can Deep Strike, or roam. Between the three suits, and 2 Repulsor Executioners, there's an awful lot you're tempted to shoot at first, plus you have to deal with the units on the objectives. The Cap and LT are kind of in a no-man's land, not deploying with anything obvious, probably with the tanks

Fully Phobos
Infiltrate on all the objectives if I can, with infiltrating units (Infil+Warsuits) the Comms gives the Infils reroll bubble, the Capt and LT can hang out with the Eliminators bubbling them - And all the Infils, the Suppressors can Deepstrike or harass/roam.
I kind of like this list.

Both solid lists I'd suggest perhaps a Phobos librarian his obscure powers can be very useful especially in all Phobos shrouding, tenebrous curse and tenebrous curse are all solid and useful

And having a deny is always a good thing

In the repulsor list consider a psychic awakening tech marine to boost the shooting of the two big tanks by +1 (his aura strategem is awesome).
It makes the tanks pretty independantly awesome, too, and if one happens to survive the first round (that may not happen often in competitive play) he can do some repairing on it.
You are paying more than a third of your points for those two fire magnets, you want them up as long as possible and firing without a single miss. Hopefully, both don't die the same roudn so you can use revenge of the machine spirit and fire each one's last salvo extra.

I like the las fusil list better -- it looks a smidge less fragile to me, as I expect they will be hiding themselves out of line of sight a bit before they step out to shoot. I'm a gaurd player, so 2 tanks dying in the first round of any competitive game is 100 percent normal for any army I field -- and those big repulsors may cost an extra 50 percent over a leman russ, but they only have a few more wounds, and no better save nor invuln to make them survivable.

I would LOVE to play this list, though, just to see how it fell out. either one. Also, I think your picture of the eliminator you posted may be one of the best jobs of a camo cloak I have ever seen.

These were theme lists. If we get a Primaris Techmarine I'd maybe go for it. But everything was Primaris, and almost everything was Phobos. I was just playing with what could be done with Phobos. I like the second list better too. I'm not sure if the Executioners would be the first target though, three Warsuits forward deployed might - MIGHT - buy them some time.

I'm not a huge fan of list 2, I know it's thematic but it is really hard to like las fusil eliminators at the moment - they are the same price as eradicators but a fraction as effective.

With list 1, you could make really good use of the lord of deceit warlord trait and UM's rapid deployment strat to redeploy just about the whole army, this would give a huge advantage against short range armies. Seal of oath could be used to turn the heavy weapon units into a T1 alpha strike, suppressors and tanks can then move around when tac doctrine is on as needed, characters could jump in a repulsor if needed (scions of gulliman can make up for lost auras a bit).

Only real critique of list 1 would be to add more troops, maybe by cutting some suppressors, maybe something like this:
