A unit in a multilevel ruin is attempting to target an adjacent ruin. Both have been assigned to be "obscuring". The shooting unit cannot see the target unit physically. Is the intended target non targetable because he cannot be seen with true LOS?

You still need to normally be able to target the unit. Obscuring does nothing to protect any units on or in Obscuring terrain, it only protects units "behind" the terrain.

Since you don't have normal LOS, you can't shoot them without another rule to the contrary.
