While this is one of my favorite new models for the Chaos Space Marine line, I don't think that he should be an HQ, as he has no buffs of any kind and just doesn't seem to fit in that role. Rather, I think that this character should be an elite choice to move forward and act as a heavy melee support choice and be able to make use of his character assassination role. There are much better HQ options, and keeping him as an HQ will most likely keep him off the field as there is little incentive to take him over someone like a Chaos lord or sorcerer.

I'm a little fuzzy on the newer CSM units, but he's basically the chaos version of a company champion, right? If so, this seems like a reasonable proposal. While it's not all that unreasonable for him to be leading an army, it's also perfectly reasonable for him to be suboordinate to someone else. And with HQ slots at a premium these days, moving to the elite slot seems reasonable enough.

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

He's the Chaos version of the Judiciar. Or, rather, the Judiciar is the loyalist version of the Master of Executions, since the MoE came first. The Judiciar is an elite choice, of course.

I have a really cool-looking kitbashed MoE, but I almost never use him because filling precious HQ slots with models that can't buff anything is just deliberately gimping my army. CSM can't really afford to do that, even in the ultra-casual meta I play in.

I could also see an argument for Exalted Champions becoming 2-for-1-slot, since they're just the (more melee-focused) Chaos version of Lieutenants. But then Chaos Lords and Daemon Princes should really be 0-1 (each, since loyalists can have both a Chapter Master and a regular Captain) per detachment.
