Im thinking of a possible just black and gold color scheme, probably add in different blacks.. like base coat black, more glossy/metallic black main coat, and a black ink, then highlight in gold, just asking if I colored the bases a different color, like grey or green, would that paint on the model's base count for the three color rule?

You would need to ask the tournament organizer. It's not something we can really answer here.

defeat. It would seem that stupidity is as eternal as war.'

The old 3 color minimum has mostly given away to the Battle Ready standard. Aim for this and you should never fear your models being allowed at a tournament.

I think the intention of the rule is to stop people from covering a space marine in blue monochrome and then adding a bit of black on his gun and calling it a day. If you are adding shades and highlights then to me that is putting you well above the extremely low standards required by the rules.

if it looks like you've spent more than 30 seconds on each model, your probably going to be alright. As the guy above me said, its really just to stop someone spraying their army one colour then slapping a tiny amount of a secondary colour on the gun or helmet and calling it a day, and re-spraying thier marines to whatever is Chapter of the Month for that sweet, meta-chasing cheesiness.

Its to get you to spend some effort making them look good. if your models have two colours but look good, you'll find most people will be happy with them.

also, bear in mine that "three colours" can still look like this and still be officially good to go.

To be a man in such times is to be one amongst untold billions. It is to live in the cruelest and most bloody regime imaginable. These are the tales of those times. Forget the power of technology and science, for so much has been forgotten, never to be relearned. Forget the promise of progress and understanding, for in the grim dark future there is only war. There is no peace amongst the stars, only an eternity of carnage and slaughter, and the laughter of thirsting gods.
