I just noticed this, and hadn't seen it discussed anywhere else, but the wording of the extra relic stratagems in 9th edition codexes all seem to say you can only use them if your warlord is from the appropriate faction. For example:

Use this Stratagem before the battle, when you are mustering your army, if your WARLORD has the DRUKHARI keyword. Select one DRUKHARI CHARACTER model from your army and give them one Artefact of Cruelty (this must be a Relic they can have). Each Relic in your army must be unique, and you cannot use this Stratagem to give a model two Relics. You can only use this Stratagem once, unless you are playing a Strike Force battle (in which case, you can use this Stratagem twice) or an Onslaught battle (in which case, you can use this Stratagem three times).

Just to confirm I'm reading these correctly and not missing something: this means that for 9th edition factions, the only way to take any relics from a faction at all is if your warlord is from that faction, correct? This merely lets you take an additional one, it doesn't let you take a relic for a model in a soup detachment the way you can with the 8th edition versions of the stratagem.

In the case of the Drukhari example you use, you can give one Drukhari Character a relic. You could have a mixture of cult, Kabal and coven detachments in the army and you can use the stratagem for any one of those types since they are also Drukhari.

Likewise, a stratagem that would let an Adeptus Astartes character take a relic is going to affect any Adeptus Astartes, even if you have multiple detachments of different types of Adeptus Astartes (say, a Salamanders, a White Scar and a Utramarines detachment). If you have a mix of Adeptus Astartes, Imperial Knights and Adeptus Mechanicus detachments, you'd only get to use it on a character in an Adeptus Astertes detachment since you don't have the appropriate keyword for it to affect any one in the other detachments. It's all dependent on the keywords.

Not quite what I was asking, maybe the question wasn't clear.

Here's an example:

Aeldari Soup list. One CWE detachment, one DE detachment.

If a DE character is your warlord, you get one free DE relic, but you can also buy a CWE relic for a CWE character using the 8th edition CWE strat.

However, if the CWE character is the warlord, the way I am reading this, you cannot buy an extra DE relic, because to use any of the 9th edition extra relic strats, your warlord has to be from that faction.

So therefore, you can no longer pay for and take extra relics for 9th edition factions unless your warlord is from that faction.

Just making sure I'm reading this correctly, as it's actually a pretty big change if you soup, and I've never noticed it before or seen any discussion about it.

It all depends on the specific wording. You're right that you can't have a CWE warlord and use that stratagem to get a Drukhari relic. I can't recall if all the stratagems use similar language that you need that faction as a warlord to buy a relic. I wouldn't be surprised that if you see that duplicated between the different factions, though.

I think you are correct. Looking through 8th Ed Codexes, the "free" Relic you get from the Codex is tied to your Warlord being from that faction. The Stratagems that give extra Relics, though, didn't have that requirement. The 9th Ed books that I have, though, all have the Warlord requirement to use the extra Relic Stratagem.

All you have to do is fire three rounds a minute, and stand

All the 9th edition extra relic stratagems have that wording. None of the 8th edition ones do.

It is a pretty significant change for soup lists, especially as more 9th edition books come out, and the pool of 8th edition books with the old wording gets smaller and smaller.
