I've been messing with Outriders lately and I think they could be improved as a unit with one simple rules/stratagem modification.

Hit-and-Run Warfare (1CP) reads:
Use this Stratagem in your Movement phase, when an Adeptus Astartes Biker, Land Speeder, or Storm Speeder unit from your army Falls Back. That unit is still eligible to shoot this turn even though it fell back.

So, unless I'm understanding this incorrectly, you can Fall Back and Shoot, but you can not Charge? I'm mainly wondering why this is not a specific allowance for the Outriders who are Primaris and potentially for Bike Squads. It doesn't quite add up. The whole purpose of riding around on a bike with mounted bolters and a chainsword is to charge into your opponent bolters blazing, take one or two good swings, and then circle around to do it again, if you lived. Instead we're supposed to believe that you charge into a crowd of lets say... Orks? just to stay around for the melee while your bike is off/stationary? lol it makes no sense. It also makes no sense that you can still shoot at the enemy while falling back, the bolters are in front of the bike not behind it >_<...

Yes I understand it's just a game and they are limited in what they can do and keep the game balanced etc. And I'm sure some people are thinking, well just play White Scars, because this is what Lightning Assault offers.

However, I'm interested to hear what you guys think about this stratagem being modified to:

Use this Stratagem in your Movement phase, when an Adeptus Astartes Biker, Land Speeder, or Storm Speeder unit from your army Falls Back. That unit is still eligible to shoot this turn even though it fell back. If that unit is an Adeptus Astartes Biker and Primaris, you may choose to spend 2CP instead, if you do, that unit is also still eligible to charge this turn even though it fell back.

I think this would improve the rule/stratagem without breaking it. Bumping it up to 2CP for that specific interaction and leaving it unchanged otherwise, while keeping it niche enough so that the White Scars chapter tactic Lightning Assault does not become irrelevant.

Sounds pretty reasonable. My craftworlders already have essentially this.


ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

I would get rid of the primaris restriction and allow all bikes to charge.

Ya I would be happy with any of the actual bikers getting it who have Melee weapons, because it only makes sense.
