When I saw the Votann models, I told my gaming group that the only way I'd ever collect them is if I could paint them in Cyberpunk colors. But as time has been going on, I'm very curious on how I can accomplish a Cyberpunk look. Any tips on how to do this, or what principles I need to adhere to in order to do the neon/Cyberpunk look?

You've called it. Neon. So I would be looking to get vibrant colours. Pinks, blues, greens. You're going to want white base coats on the neon areas, dark basecoats everywhere else for contrast. Artists inks or contrast paints might help get the vibrancy you want. Keep the other areas dark, maybe some grime here and there. If you can do osl this will help, same with an airbrush.

Need to clean out my work shed before I get an airbrush, but I'll keep OSL in mind for sure.

And for the metal bits, would NMM be a better fit than regular metallic paints or TMM?

Chrome and fluorescent paint will be your friends.

Scalecolor (FX Fluor) and GreenStuffWorld (Fluor) do some great Fluorescent paints, and they react under ultraviolet to give cool effects. And some vibrant inks as well, like Scalecolor's Inktensity.

I did some cyberpunk themed marines for Killteam, and something I tried to do was create some lightsources coming from the armour.

I would do non metallic metal personally, because then you can put in bounce lights and reflections of the neon, but it depends on how much patience you have and time you want to put in.

Look into vaporwave and synthwave for colors. The mini painting subreddit had a lot of them in recent months.

Depends how you define cyberpunk. The modern meme is neon pink or teal and navy contrasting but that's not the genres original look. You have dark moody blacks and blues almost noir in style. You have the 5th element clean and bright (Applepunk?) Or the matrix/shadoerun trench coat and sun glasses look.

You need to define what type of cyber punk you are looking for. The genres core is (80s) Asian technology meeting Western urban sprawl, drab over population with alien elements spliced into it from foreign influences becoming mundane. The neon signs of Tokyo were the most recognisable element to build a meme around, but you could say watching anime on your smart phone while it rains outside is cyber punk and I don't think that's what you're looking for.

Shin megami tensei 2 was a 90s snes cyber punk game from Japan. You can see a lot of the different cyber punk styles in the heroes. Trench coat, all but cyborg and dressed by his mother but he has a hover board. That's just one game.
