For a tournament can I paint Ragnar Blackmane as a red wolf marine, rename him and use his rules for the red wolves? Can anyone help me?

For a tournament, you can do whatever the tournament organizer says is okay. The opinions of random people posting on a forum, either in favor or against, what you want to do is irrelevant.

If you take Ragnar Blackmane and a bunch of Space Wolves and paint them using the Red Wolf color scheme, you have a Space Wolves army painted red. Are you trying to use those red Space Wolves with different rules, or what?

I am trying to use space wolves miniatures to represent the Red wolves chapter from Bloodfall.

If you use the rules as written for Space Wolves, and just have a different paint scheme, it's legal as per the rulebook.
Though I'll echo Solkan-ask the TO to make sure it's okay with them.

From a technical rules perspective, there is no allowance for renaming your characters nor your Chapter Faction. For example, Gabriel Seth, Chapter Master of the Flesh Tearers, is a Blood Angels Epic Hero who has a special rule that doesn’t allow him to be included in an army containing any other Blood Angels Epic Heroes.

Do you most definitely can paint your Ragnar Blackmane however you want put him in your Space Wolves army you painted red.

In a very real sense, what you call your dudes makes no difference to any other person at a tournament. (though its easier on everyone if you refer to the model as Ragnar, rather than HR Puffinstuff or whoever)
As long as you're abiding by detachment restrictions, you're fine. (ie, you can't have SW characters with special characters, units or vehicles from another chapter, just general space marine units OR a SW special character with the DA, BT, DW or BA detachments)

Paint and rules no longer interact.
