Both Rules add +6" to the Movement Characteristic, instead of rolling a Dice. Are they cumulative ? Does an attached Unit Auto Advance 17" ?

Translocation Shroud
Each Time this Models Unit advances, do not make an Advance Roll for it. Instead, until the end of the Phase, add 6" to the Movement Characteristic of Models in that Unit.

Hyperspatial Transfer Node
Each Time the Bearers Unit advances, do not make an Advance Roll for it. Instead, until the end of the Phase, add 6" to the Movement Characteristic of Models in the Bearers Unit.

Given that both require you to not make an Advance roll and instead apply +6”, I would say no. After you apply either, you no longer have an Advance roll to not make when you get to the second roll
