The Tau Stealth Battlesuit has a rule (under wargear abilities) called Battlesuit Support System. It says:
"The bearer´s unit is eligible to shoot in a turn in which it Fell Back, but when doing so only models equipped with this wargear can make ranged attacks."

Now, for every 3 models in the unit, 1 model can be equipped with 1 battlesuit support system.
So, lets say 1 of three models in a unit gets this system, and then they fall back, can 1 or 3 models shoot? I feel that the rule is contradicting.

It's pretty clear, only the model with the BSS can shoot.

This is no different from the Assault weapon ability, in that a unit armed with any Assault weapons is eligible to shoot after Advancing, but only with Assault weapons.

For Stealth Battlesuits, this seems to be designed to allow you to Fallback and then have the 1 in 3 models Fusion Blaster fire. You certainly aren't going to put it on a Burst cannon model when you have the choice of a Fusion Blaster model.

It literally says only models with the upgrade can shoot. Nothing contradicting there.

How many models in the unit have that wargear? That's how many can shoot. Initially 1/3 but as casualties rank up heading closer toward all the models in the unit.
