The new Balance Dataslate has made some Changes to Orders.

"If your Army Faction is Astra Militarum, Officer
models with this ability can issue Orders. Each
Officer’s datasheet will specify how many Orders
it can issue and which units are eligible to receive
those Orders. Each time an Officer model issues
an Order, select one of the Orders below, then select
one eligible friendly unit within 6" of that Officer
model to issue it to. Officer models can issue Orders
in your Command phase and at the end of a phase in
which they disembarked from a Transport or were
set up on the battlefield."

But i dont see any Timing Restrictions on how often they can issue Orders ? Ursula Creed can issue two Orders. But is that two Orders per Battle Round ? Two Orders per Turn, in each Players Turn ? Two Orders per Phase, in every Players Phase ? Can she order while inside a Chimera in the Command Phase twice, disembark in the Movement Phase, then order twice again ? What if the Transport is destroyed in the Opponents Turn, and her attached Unit has to disembark ? Can she issue two Orders, because it doesnt say own Phase, just Phase, which means any Phase ? When i Rapid Ingress them, can Ursula issue two Orders at the End of the Opponents Movement Phase ?

Before the update you could only issue orders in your own command phase, so none of this was remotely in question. Now they have broken it with poor wording.

To me the solution is simple. If someone issues two orders from a chimera, disembarks, and tries to issue two more, then you never, ever, ever play with that person again.

I also strongly suspect that you are not intended to issue orders during your opponent's turn, but I guess there is technically nothing stopping you.

I've highlighted in red and Italics the answer to this question.

I will also note that a model that is not on the table cannot do anything, so cannot issue Orders. No double orders for one model this way.

This does allow for the oddity that a model that Emergency Disembarks during the opponent's turn is able to issue orders at the end of the phase (even if it issued orders the prior turn before embarking into the Transport). This can be useful since Fix Bayonets!, Duty and Honor!, and even Take Cover! can be effective if issued during your opponent's turn.

Chimera Rule:
Mobile Command Vehicle: In your Command phase, one OFFICER model embarked within this Transport can issue Orders even though it is not on the battlefield. When doing so, measure distances to and from this Transport.

Why would you not play against someone who plays by the Rules ? Orders can be given from inside a Chimera (in the Command Phase) and after disembarking. Notice the "and" word ?

I dont understand. My question was how many Orders can be given. Can Ursula give two Orders in the Command Phase, from inside the Chimera, and another two after disembarking from the Transport in the same Turn ?

RAW: An Officier can insure orders both in your Command Phase if embarked in a Transport that allows it and during a phase you disembark from said Transport.

RAI: I’m sure GW forgot they didn’t define orders as per Turn/Battle Round and forgot about the Chimera. You are only get to issue orders once per turn.

Aside from the chimera, a model can issue orders in the command phase, enter a transport in the movement phase, and then be forced to emergency disembark that same turn ( either through out of sequence attacks, or in the fight phase) and so issue orders again that same turn.

RAW:
If an officer starts the turn in a Chimera they can issue an order in the Command phase, then if they disembark in the Movement phase they can issue another order.

This does lead to several new circumstances, such as:
- Officer in Chimera orders unit A in Command phase. Officer disembarks from Chimera in Movement phase and orders unit B. This effectively doubles the amount of orders per Officer on that turn.
- Officer in Chimera orders unit A to Move Move Move in Command phase. Move unit A in the Movement phase. Officer disembarks from Chimera in Movement phase and orders unit A. This new order replaces the previous order, as per the Orders rule, but as you've already moved the previous unit you effectively benefit from 2 orders that turn.
- Officer uses Rapid Ingress stratagem and issues order in enemies Movement phase.
- If an Officer is forced to disembark from a transport being destroyed they can issue an order.

RAI:
I would assume it's meant to be either/or. I have a feeling GW forgot about the Chimeras rule.
