How does the taking allies work in the new edition?

For example I'm playing a 2000 point game and want to take new Bretonnian as my allies for my main army.
So I can spend up to 500 points on my allies, have to take 1 character as a ally general, 1 another non-character unit and have to follow composition rules.

So far simple.
I take a Duke (limit 0-1) as my general, a unit of Knights of realms and Peasant bowmen as those are 1+ mandatory choices.

Can I take anything restricted to 0-X per 1000 points?
(Barons, Prophetess, Battle Pilgrims, Field Trebuchets)

As far as I can see there's two ways it could go:
1) Yes. It is a 2000 point game.
2) No. Ally Segment is a separate army, it is under 1000 points.

It's a very good question and I hope someone can provide a definitive answer.

Hopefully the option 1 route, otherwise ogre maneaters who are by definition a bunch of mercenaries, wouldn't be able to be fielded within other armies unless there's 1000pts of ogres which seems ridiculous.

It also seems ridiculous that they'd need to be accompanied by a mandatory unit of bulls to hold their hand.

But then the paradox is, if it is option 1 (and the overall points value of the COMBINED forces is used for calculating allied composition) then this mandatory unit of bulls is the minimum 25% core allowance so would need to be worth over 25% off the COMBINED forces.

So in your case, if you went down the option 1 route and use overall combined force value (2000pts) to calculate allied composition then yes you can take anything restricted to 0-X of per 1000pts but you also need to apply this to your minimum core allowance and therefore need to take over 500pts of bowmen/Knights of realm. Which surely can't be right!

A more sensible rule would be that the composition points value rules within allied armies are pro-ratad to match the total value of the allied forces. But then I suppose people would use allies to bring in a load of special units or characters...

Yeh I'm intrigued to hear a clear answer on this one!

One way GW could've got round the maneaters problem would be if there was a "mercenaries" rule listed in their special rules and this meant that they could be included as allies within other armies without having to adhere to ogre composition rules.

My reading suggests that the allied contingent functions as its own little army, and so would follow composition rules. Ergo, I believe that a 500-point allied contingent of Bretonnians wouldn't be able to field a Duke.

Even from a spirit standpoint, I can't see a Duke bothering to lead such a small force

You can always take Duke as an ally, because he is 0-1 per army. Or up to 2 if you play Bretonnia grand army and ally with Errant Crusade army list
It is the Barons that are restricted to 0-1 per 1000 points.
