I have heard good things about this - https://www.greenstuffworld.com/en/roll-maker/69-roll-maker-tube-wire-machine.html though have never used it. Always used to use guitar strings back in the day though they were a pain to cut.

On parle toujours mal quand on n'a rien à dire.

In the past I have used wire for a frame and covered that with green stuff. After it's dried I've added balls of green stuff and put in an indentation to make the suckers. Did this for a bunch of Nurgle/Death Guard stuff many many years ago. Oh, just remembered. I also used hot glue over the wire on some of the tentacles but that was because I didn't have a lot of green stuff available way back when.

I have used that roll maker and found it to be quite nice. You can make cylindrical tubes or tapered tentacles with it.

I have also used guitar strings, which are stronger than green stuff, but yes, difficult to cut.

I also saw a method where you take a paper clip and wrap wire around it. Essentially a diy guitar string. I wonder how hard that method is? Probably easy but time consuming as hell.

If not green stuff you might find some narrow plastic tubing, which might accept wire, which will hold it's shape, how ever you might bend it. You could sleeve that with the next size plastic tubing up, cut that tube into rings and slide them on, space them a bit. Glue them carefully. And cover that with liquid green stuff. I know the tubing comes in packs and can be found on amazon and probably most model shops. Might be evergreen plastics or something like that. I haven't messed with that stuff in several years.
