Some say you can, some say you can't. The Argument for why you can't is the Rules Commentary which says, under count as having made a normal Move, that a Unit which disembark from a Transport that made a normal Move counts as having made a normal Move, but has not made a normal Move, and cannot trigger Stratagems which are used after a Unit has made a normal Move. Overwatch is used after a Unit has ended a normal Move.

The Argument why you can use Overwatch is that a disembarking Unit is set up. Overwatch can be used when a Unit is set up.

Can you, or can you not Overwatch a disembarked Unit that got out of a normal moved Transport ?

The exact wording of the Fire Overwatch stratagem:

"WHEN: Your opponent's Movement or Charge phase, just after an enemy unit is set up or when an enemy unit starts or ends a Normal, Advance, Fall Back or Charge move."

You can use it on set up OR move. In this case there was a set up, so the lack of movement is irrelevant.

Yes, but the Rules Commentary says this :

"Similarly, a unit that disembarks from a Transport that made a Normal move this phase also counts as having made a Normal move, but has not made a Normal move, so such a unit’s arrival cannot
trigger Stratagems or abilities that are used after a unit makes a Normal move (see Embarked Units and Reserves)."

Overwatch is a Stratagem which is used after a Unit makes a Normal move. Why are you ignoring this ?

The overwatch isn't being used in response to the unit is moving, it is being used in response to the unit being set up.

Because of the OR.
The trigger is not the normal move lack, but the set up.

Yeah, the setup part is clear, when they are set up from a Transport, you can overwatch them, but that doesn't solve every situation, here's a corner case:

A unit deploys from a transport out of LOS, then it moves past the cover into LOS. Can you overwatch them when they end their move now that they can be seen?

Why wouldn't you be able to? They made a Normal Move after Disembarking.

Because of the ruling mentioned earlier that specifies that this is a normal movement, but can't trigger stratagems or abilities. So, does this just mean your own, or does this count overwatch?

The ruling would seem to indicate no, however, it specifically states that strats and abilities used AFTER a move cannot be used, where as overwatch can be used upon set-up, before, and after,,, so does it apply? If it does apply, does it only apply on setup, and before, not after?

That’s for a unit Disembarking and nothing else.
If a unit Disembarks and then makes their own Normal Move (not normally allowed after the transport moves, but I’m sure there’s some unit that can) that’s different.
