My own miniatures are tabletop ready, but they generally seem lackluster. At the 2024 Warhammer Open in Tacoma, WA, I saw some units that really "popped". Can anyone tell me the techniques to make my own colors pop like this? *Note: I don't have an airbrush.

Shading and highlightning and the use of some inks may bling up your models.

Those look like contrast paints/inks over metalics?

Inks and contrasts are a good tool to get very saturated vibrant colors.
