I'm building a exaction squad for fun and I hit a rules snag. Maybe I'm overlooking something so here it is.

Imperial law: pick an enemy unit you have lethal hits and precision against that unit.

So if my competitor has a unit of 20 Astra Militarum with 5 man command squad added (25 models in total) and I shoot it with a grenade launcher is it just D3 attacks or D3+5 attacks allocated to the character?

The grenade launcher's frag profile the [BLAST] ability:
Each time you determine how many attacks are made with a Blast weapon, add 1 to the result for every five models that were in the target unit when you selected it as the target (rounding down). Blast weapons can never be used to make attacks against a unit that is within Engagement Range of one or more units from the attacking model’s army (including its own unit).

And [PRECISION] works like this:
Weapons with [PRECISION] in their profile are known as Precision weapons. Each time an attack made with such a weapon successfully wounds an Attached unit (pg 39), if a Character model in that unit is visible to the attacking model, the attacking model’s player can choose to have that attack allocated to that Character model instead of following the normal attack sequence.

So in your case you picked a unit with 25 models to be targetted by the grenade launcher. This gives it D3+5 attacks. You make hit rolls and wound rolls for all of those. Any succesful wound rolls can then be allocated to the commander (assuming he is visible to the grenade launcher model).
